Although the city of Preston, the administrative centre for Lancashire, is located about 9.2 miles (14.8 km) to the west, Blackburn is the largest municipality in what is known as East Lancashire. The town is bounded on other sides by smaller towns, including Accrington to the east and Darwen to the south.
The first Greenway appeared in late 1991. It was conceived by London & Country, which at the time was part of the Drawlane Group, which owned East Lancs. L&C began a co-operative venture with East Lancs. The idea was to give some of the Leyland Nationals, of which London & Country still had quite a few, a mid-life rebuild.
It was designed in the Victorian style, built in stone quarried in East Lancashire and was completed in 1898. [3] [4] [5] The design involved a main frontage with six bays facing onto the South Promenade; the third bay from the left featured a porch with a round headed entrance flanked by pairs of colonettes supporting a moulded architrave.
After significant population growth associated with the increasing number of cotton mills in the town, the area became an urban district in 1894. [2] In this context, civic leaders decided the procure a dedicated town hall; the site selected was a vacant site at the corner of two rows of residential properties (Albert Road and New Market Street).
The ceremonial county of Lancashire, which includes the unitary authorities of Blackburn with Darwen and Blackpool, is divided into sixteen parliamentary constituencies - four borough constituencies and twelve county constituencies. Two seats cross the county boundary - one is shared with Cumbria and one with Merseyside.
At the county level, the Lancashire LEP board "Noted the robust and compelling case that the independent study by Cushman & Wakefield makes for enhanced East-West connectivity to realise the full economic potential of the Central Trans-Pennine Corridor and its role in delivering the long-term growth ambitions of the wider Northern Powerhouse". [13]
