Nov. 1—SUPERIOR — Douglas County has a $67 million plan for county operations in 2024. Local property owners will contribute about $18.92 million in property taxes to support county services.
Douglas County is a county located in the U.S. state of Washington. As of the 2020 census, its population was 42,938. [1] The county seat is Waterville, [2] while its largest settlement is East Wenatchee. The county was created out of Lincoln County on November 28, 1883 [3] and is named for American statesman Stephen A. Douglas.
In 2002 the average property tax assessment in the state was 8.82%, with some areas in excess of 10% leading to calls for property tax reform. [7] Governor Mitch Daniels ran for office in 2004 advocating reform as part of his platform. During the subsequent legislative session, the General Assembly approved a 1% cap on property tax rates.
In March 2022, a Douglas County Superior Court judge sided with the plaintiffs ruling that the tax was an income tax [31] and therefore unconstitutional in Washington State. This ruling was overturned by the Washington State Supreme Court in March 2023, which ruled that the tax was an excise tax, rather than an income tax. [24]

Douglas was established in 1883, with many families moving from their native towns and settling in a less populated area. They started offering classes 5 years later in 1887. By 1900, the community was housing about 75 residents. A general store was built in 1905, and has become a main attraction since then.
The Douglas County Courthouse was constructed in 1905 to replace an earlier, wood-frame building. Designed by Newton Gauntt, the brick, Victorian -style structure is a two-story building that is approximately 60 feet (18 m) by 60 feet (18 m) in plan.
