The need for public institutions addressing environmental issues in Nigeria became a necessity in the aftermath of the 1988 toxic waste affair in Koko, Nigeria. [9] This prompted the government, led by President Ibrahim Badamosi Babangida, to promulgate Decree 58 of 1988, establishing the Federal Environmental Protection Agency (FEPA) as the country's environmental watchdog.
Air pollution measurement is the process of collecting and measuring the components of air pollution, notably gases and particulates. The earliest devices used to measure pollution include rain gauges (in studies of acid rain ), Ringelmann charts for measuring smoke , and simple soot and dust collectors known as deposit gauges . [ 1 ]
Operators must use the BAT to control pollution from their industrial activities to prevent, and where that is not practicable, to reduce to acceptable levels, pollution to air, land and water from industrial activities. The Best Available Techniques also aim to balance the cost to the operator against benefits to the environment.
CEM systems can also measure air flow, flue gas opacity and moisture. A monitoring system that measures particulate matter is referred to as a PEMS. In the U.S., the EPA requires a data acquisition and handling system to collect and report the data. Measurements of concentration can be converted to mass/hour by including flow rate measurements.
Ambient air quality criteria, or standards, are concentrations of pollutants in the air, and typically refer to outdoor air. The criteria are specified for a variety of reasons including for the protection of human health, buildings, crops, vegetation, ecosystems, as well as for planning and other purposes.
The primary legislation governing air quality in India is the Air (Prevention and Control of Pollution) Act, 1981. [ 26 ] Additionally, the government introduced the National Clean Air Programme (NCAP) in 2019, aiming to reduce particulate matter (PM) pollution by 20-30% in at least 102 cities by 2024.
The reports provide guidelines intending to give guidelines to reduce the health effects of air pollution. [ 2 ] The guidelines stipulate that PM 2.5 should not exceed 5 μg/m 3 annual mean, or 15 μg/m 3 24-hour mean; and that PM 10 should not exceed 15 μg/m 3 annual mean, or 45 μg/m 3 24-hour mean. [ 2 ]
