Information papers are covered in TR 1-11, not AR 25-50. The time that I did this for ALC it was more heavily focused on MLA formatting and only used AR 25-50 for silly things like “soldier” not being capitalized to deduct points. Look up HQDA 25-52. It has a template for an Army information paper.
