Started about 3 weeks ago & occurs at least every 2 minutes. Shows old Apple ID that cannot be erased so I can't sign in on this pop up screen. I can, however, sign in to ICloud with correct ID when this is happening. Occurs relentlessly. It has popped up several times while I am typing this question.
I'm having the same issue. I go to https://www.icloud.com and click on "Sign In", enter my user name and password and enter my 2FA code. For about 2 seconds I see a "Welcome ape_ape" and I'm then redirected back to https://www.icloud.com and I've been logged out. Clearing cookies doesn't help, using a different browser doesn't help.

I am logging into icloud.com on a Windows 10 machine. I sign in with my Apple ID and password and I briefly see the Welcome Elaine screen and then I'm returned to the sign-in page. I've tried using another Windows 10 machine and I have the same issue. I successfully logged into icloud.com using Safari with my husband's iPhone.
