The Cascading Style Sheets (CSS) specification describes how elements of web pages are displayed by graphical browsers. Section 4 of the CSS1 specification defines a "formatting model" that gives block-level elements—such as p and blockquote—a width and height, and three levels of boxes surrounding it: padding, borders, and margins. If perrow is omitted, the width is fluid: one row comprises as many images as will fit across the available width of the user's display, wrapping automatically to as many additional lines as needed. In mobile view all the tables below narrow without forming horizontal scrollbars. This is different from tables on webpages outside Wikipedia. If all the cells in a row are empty the cells still show up. If the header cell is also empty for that row all the cells show up, but they are narrow. That can be fixed with a simple <br> in one of the cells. That is what is done here: Help:Sortable tables#Sorting buttons in a separate row

Fixing the height of all flags to 15px in the main table causes text alignment problems and looked terrible. One approach that might work is for the line height to be set for all rows in both tables. I think this can be done using CSS styling, which would also allow options for screen size and mobile view.
