The NHS Long Term Plan, also known as the NHS 10-Year Plan is a document published by NHS England on 7 January 2019, which sets out its priorities for healthcare over the next 10 years and shows how the NHS funding settlement will be used. NHS England produced a planning document – the Five Year Forward View – in October 2014 which envisaged development of new models to suit local needs. In conjunction with the other central regulators, the organisation established what is called a "success regime" in south and mid Essex, North Cumbria and north east and western Devon in June 2015.
The mandate for 2017-18 centres on the implementation of the Five Year Forward View. [3] It requires NHS England to provide weekend and evening access to primary care for 40% of the population by the end of 2017-18 and sets goals to improve the performance of Accident and Emergency departments with the majority of trusts meeting the 95% target in March 2018.

In October 2014 after the publication of NHS England's 'Five year forward view' Bennett defended Choice and competition as "one of the ways in which we can drive change and improvement for patients, and we don't see that that will cease to be the case" - though competition was not mentioned by NHS England.
