Jefferson County was organized on July 29, 1797, by proclamation of Governor Arthur St. Clair, six years before Ohio was granted statehood. Its boundaries were originally quite large, including all of northeastern Ohio east of the Cuyahoga River, but it was divided and redrawn several times before assuming its present-day boundaries in 1833, after the formation of neighboring Carroll County.
The Jefferson County school district acquired 40 acres (16 ha) of the historic Fehringer Ranch property during master planning for the area in the late 1990s. Funds to build the new campus were approved in a school bond election in 1998. A formal groundbreaking ceremony took place in early 2000 and the school's grand opening was on August 25, 2001.
JCTC was formed on July 1, 2005, by the consolidation of Jefferson Community College and Jefferson Technical College. Jefferson Community College was originally chartered in 1968 and Jefferson Technical College (originally Jefferson County State Vocational-Technical School and later Kentucky TECH, Jefferson Campus) was chartered in 1953.
