Roscoe "Rocky" Carroll (born July 8, 1963) is an American actor and director. He is known for his roles as Joey Emerson on the Fox comedy-drama Roc (1991–94), [1] as Dr. Keith Wilkes on the CBS medical drama Chicago Hope, [2] and as NCIS Director Leon Vance on the CBS drama NCIS and its spinoffs Los Angeles and New Orleans.
Things come to a head in "Aliyah", when Gibbs accuses Vance of selling out his team to Mossad Director Eli David. Vance responds that Ziva is a plant, used to get Mossad a foothold in NCIS through Gibbs. Vance also reveals that he knows about the true story of the death of Ari Haswari.
To protect Gibbs, Vance gives a press conference implying Gibbs died in the boat explosion. McGee, Torres, and Knight apprehend a man believed to be tied to the killer, but soon discover he is undercover FBI agent Alden Parker ( Gary Cole ) who was also investigating LeMere.
"Shiva" follows "Shabbat Shalom", which aired the previous week and featured the shooting deaths of Mossad Director Eli David, the father of Ziva David, and Jackie Vance, the wife of NCIS Director Leon Vance. In the episode, Ziva and Vance must cope with the deaths of both Eli and Jackie as the rest of the team investigates the tragedy.
The team investigates the mysterious death of a straight-laced sailor on a Navy destroyer. Meanwhile, Torres is frustrated when Vance has him mentor three high school students, but has a change of heart when one of them reveals he is the son of an agent who died in the explosion at NCIS headquarters.
In the fallout of Jenny's funeral, newly appointed Director Vance shreds a page from his personnel file in the Director's office and terminates Ziva's liaison status (sending her back to Israel), reassigns McGee to the cyber crime division, and sends Tony to the USS Ronald Reagan. Vance then gives Gibbs personnel files for his new team members.
The story arc was initiated in January when secondary characters Eli David (Michael Nouri) and Jackie Vance (Paula Newsome) were killed off in a shooting at the end of "Shabbat Shalom". Subsequent episodes featured Ziva David and Leon Vance's efforts to find the killer, eventually revealed to be Eli's protégé Ilan Bodnar, and exact vengeance.
Worried about the implications, Vance returns to NCIS, assisting in the case on an investigatory level, rather than immediately resuming his role as director. Vance consults Gibbs, who tells him that Jackie was most likely afraid that Vance would die in the line of duty, and prepared accordingly, since Shannon did the same thing when he was in ...
