Commencing from 1982 and for nearly a decade, Bell labored in private-practice and specialized in the field of real estate law. He became board certified in real estate law in 1989 and was confirmed by the Florida Bar in January 1991. In the same year, he became the youngest circuit judge in the history of the First Judicial Circuit of Florida.

In 2004, Florida Governor Jeb Bush appointed Barber to the Hillsborough County Circuit Court. Barber was elevated to the Thirteenth Judicial Circuit Court of Florida by Charlie Crist in 2008. [1] He was most recently re-elected to a new six-year term in 2016. [4] His state court service ended when he was commissioned as a federal judge.
