Restaurant business folks should really visit China to see the variety and quality of Chinese food today especially in big citiea like Shanghai and Shenzhen. Even for Cantonese dimsum, there's much much more choice in China compared to the old style here in Toronto
The best/fancy one is Michelin 3 stars Le Palais in the Palais de Chine Hotel. it is very pricy and with at least three-month waiting list. The real iconic dim sum place in Taipei since 1979 is the Plum Blossom Room in Brother Hotel (兄弟飯店梅花廳). The other one is Golden Lion (金獅樓) in Ximending established also in 1979.
Dim Sum is very deeply rooted in Cantonese culture and is considered one of the 5 great regional cuisines of China, and while there is some experimentation with it (different flavors, local inventions, presentation) the core expectation of the food and dining setup is the same.
West side: the Palace Seafood and Dim Sum House have comprehensive dim sum selections all day and are reasonably priced. If you are craving just dumplings I’d recommend Dan Modern and Northern Cafe. Beverly Hills: Capital Seafood on La Cienega, Bao Dim Sum is alright but frickin pricey. Hollywood: ixlb dim sum.
In terms of quality of food, I would say they are head-to-head with Hong Kong Garden Seafood & Dim Sum Cafe - maybe 50% of items are better at New Asian BBQ, the other 50% are better at HK Garden. For example, I like the shu mai better at HK Garden. Yum Cha - 4945 W Tropicana Ave. The most casual of all three options. Usually no wait time.

East Ocean Seafood in Alameda is also excellent. It is entirely served by carts, but they have non dim sum items on a menu as well. The carts come around often and theres enough variety on the carts for everyone. They have way more pork dishes than emeryville and fewer seafood dishes. Other recommendations are Summer Palace, Cherry Garden, Majestic Restaurant, Shang Palace. Tim Ho Wan is an absolute travesty, do anything you can to avoid.
