As far as I know/understand. The Cents [all types] since 1864 cents have the weight of 3.11 grams. The first change, came in 1943 weight was 2.70 grains, because of the WW II shortage of copper, then later back to 3.11 grains in 1944. The next change, was in 1982 to 2.5 grains. So, it's interesting that you have some at this weight.
The 1982-D small date copper (only 2 exist) is the super rare one and it is unlikely. that anyone is going to find another one in their pocket change. They made 17 billion cents in 1982, and there are 2 rare ones. 1 billion is a very high number. There are 1 billion seconds in 31 1/2 years. Michael K, Apr 2, 2020.

The dimensions match a canadian penny perfectly as well. Your figures are correct and it is out of tolerance for US standards.

1982 was a transition year and they changed towards the end of the year from 95% copper cents, 3.11 grams, to zinc cents with a thin copper plating 2.5 grams. Michael K, May 17, 2019.
Then it would be the same size and weight of a silver dime. That would be 2.5 grams. The weight of a normal steel cent is 2.8 grams which is all you have. And lastly.. A silver dime Planchet is not ferromagnetic which means it would not stick to a magnet such as the steel Cent would. Can't wait to see your results!

Is this normal? The rest of my 1980 pennies are all within the 3.05g - 3.17g range.
I just found a modern (1994 D) Lincoln penny that is a different color than all other pennies I have ever seen. It is more yellowish / brass color as opposed to the usual copper / reddish. It seems to be made of different alloy. It is not surface-polished. The coin is the same color below the surface. Is this unusual?
