North Carolina Highway 70 was an original state highway established in 1921. In 1925, NC 70 was rerouted to Lumberton, then down south to the South Carolina state line following today's NC 41. The part from Lumberton to Rowland became NC 22. In 1926, NC 70 was placed onto the current US 220 Alternate near Seagrove.
South Carolina Highway 70 Alternate (SC 70 Alt.) was an alternate route that existed in the southeastern part of Barnwell. It was established by 1940 on a backwards L-shaped path from SC 3 east-northeast on Hagood Avenue, then north-northwest on Carolina Avenue, to end at SC 70.

The initial phase of the highway was logically conceived as an alternative to increasingly congested Farrow Road (SC 555). The highway split from I-77 at what is now exit 19, proceeding through downtown Columbia roughly parallel to Farrow Rd. and Huger Street, finally merging with I-26 near the present-day terminus of I-77 in Cayce.
