In 1809 the state library was established. The Secretary of State of Kentucky acted as librarian, and it was their duty to collect materials related to legislation. Walker Keith Baylor (c. 1794 –1845) was an American jurist and attorney. He was a politician who served in both chambers of the Alabama Legislature , a county judge of Jefferson County , and judge of the Third Judicial Circuit Court of Alabama.
