    IN the dart-board example, I imagine that the “truth” is meant to be represented by the centre of the dart board (ie: this is the measure of “accuracy”) WHEREAS the precision is the tightness of clustering. BUT, how on Earth can one justify one's measurement of a “true value” if there is low clustering WITHOUT using averages/statistics?
