As such, the Arkansas Surface Coal Mining and Reclamation Act, Act 134 of 1979, authorized the State to develop, adopt, issue, and amend rules and regulations pertaining to surface coal mining and reclamation operations. Active coal mines must comply with APCEC Regulation 20 (Arkansas Pollution Control and Ecology Commission, 2002).
