Carter County is a county located in the U.S. state of Tennessee.As of the 2020 census, the population was 56,356. [2] Its county seat is Elizabethton. [3] The county is named in honor of Landon Carter (1760–1800), an early settler active in the "Lost State of Franklin" 1784-1788 secession from the State of North Carolina.

The community of Elizabethtown in this town became the county seat, succeeding a location in the town of Essex. Parts of the town were used to form the towns of Moriah (1808), Keene (1898), and Westport (1815). The lumber industry and processing iron ore were important in the beginning, but tourism became prominent by the end of the 19th century.
