In most New England towns, the adult voting population gathered annually in a town meeting to act as the local legislature, approving budgets and laws. Day-to-day operations were originally left to individual oversight, but when towns became too large for individuals to handle such work loads, they would elect an executive board of selected men (hence the name) to run things for them.
Representative town meetings (RTMs) vary from town to town, and can vary widely in terms of rules and bylaws.The town of Westport, Connecticut has non-partisan RTMs, where while a member may belong to a party, it may not be advertised as such, and the First Selectman may veto any legislation passed excepting for appropriations. The Town of Dartmouth was incorporated in 1873. Dartmouth became a City in 1961. It was independently governed by the Dartmouth Town Council until 1996 when it was amalgamated, along with the Towns of Bedford , City of Halifax and Halifax County , into the Halifax Regional Municipality .
