Within these 36 official neighborhoods are a large number of minor districts, some of which are historical, and some of which are overlapping. In 1983, the SFUSD attempted to ensure racial desegregation at Lowell and other schools by implementing a race-based admissions policy as a result of San Francisco NAACP v.
