Though SR-279 was completed in 1962, SR-278 was never constructed. In 1975, the proposal for SR-278 was cancelled. In its place, the Utah Department of Transportation assigned SR-313, assuming maintenance for what was local roads. The trail had multiple routes; however, the main route proceeded north towards Moab, Utah, one of the few places where the Colorado River can be crossed without having to traverse steep cliffs. The road from Bluff north via Monticello, Moab, and Valley City to Thompson (a station on the Denver and Rio Grande Railroad) became a state highway in 1910. [7] To connect this road with the rest of the state highway system, a road from Valley City northwest via Floy to Green River was added in 1912, as was a connection from Thompson to via Cisco to Colorado.
