The council was established on 1 April 1996 under the Local Government (Wales) Act 1994, covering the area of the three former districts of Rhondda, Cynon Valley, and Taff-Ely (except Pentyrch, which went to Cardiff).

It consists of five valleys: the Rhondda Fawr, Rhondda Fach, Cynon, Taff ( Welsh : Taf ) and Ely valleys, plus several towns and villages away from the valleys.
The 2022 Rhondda Cynon Taf County Borough election took place on 5 May 2022 [1] to elect 54 members across 46 wards to Rhondda Cynon Taf County Borough Council. On the same day, elections were held to the other 21 local authorities and to community councils in Wales as part of the 2022 Welsh local elections .
The 2017 Rhondda Cynon Taf County Borough Council election took place on Thursday 4 May 2017 to elect members of Rhondda Cynon Taf County Borough Council in Wales. This was the same day as other 2017 United Kingdom local elections. The previous full council election took place on 3 May 2012 and the next full election took place in 2022.
The Tylorstown electoral ward was coterminous with the borders of the Tylorstown community and elected two county councillors to Rhondda Cynon Taf County Borough Council. Since 1995 representation had mainly been by the Labour Party but the ward had a Plaid Cymru councillor from 1999 to 2004.
The council was abolished under the Local Government Act 1972 in 1974, after which the region was administered by the Mid Glamorgan County Council until 1996. [7] Under the Local Government (Wales) Act 1994 the Rhondda Cynon Taf County Borough Council was established in 1996 and included the Cymmer electoral ward.
