Between 2008 and 2010, the state government gifted over 500 acres (200 ha) of slum areas to six developments on a first-come-first-serve basis, without any checks taking place on developer's credentials and under Section 3K of the Slum Act, which bypasses the usually mandatory requirement to obtain 70% consent of slum dwellers.
Slum clearance removes the slum, but neglecting the needs of the community or its people, does not remove the causes that create and maintain the slum. [ 5 ] [ 6 ] Similarly, plans to remove slums in several non-Western contexts have proven ineffective without sufficient housing and other support for the displaced communities.
The Act was first published in the Karnataka Gazette (Extraordinary) on 13 September 2001 to replace the then existing Karnataka State Universities Act, 1976. The Act was enacted with a view to increase the number of higher educational facilities in the state, and to create a common structure of administration over them.
The Karnataka State Rural Development and Panchayat Raj University Bill, 2016 was passed in the Karnataka Legislative Assembly in March 2016, [5] and in the Karnataka Legislative Council in July 2016. [6] The university was inaugurated in March 2018 by chief minister Siddaramaiah, and started operating from the district administration building.
The university was founded on 14 February 2008 and formally established by the State Government of Karnataka through the Karnataka State Dr Gangubai Hangal Music and Performing Arts University Act, 2009 [4] which was duly passed in State Legislature.
