In 1854, a church and convent were built by Father Peter La Cour near the town's present site. The town began forming in 1878 when Charles Lander Cleveland, a local judge, donated 63.6 acres (257,000 m 2) of land to the Houston East & West Texas Railway (now part of the Union Pacific Railroad) for use as a stop, requesting that the town be named for him.

The trail starts just South of Richards, Texas and ends North-West of Cleveland, Texas. The LSHT was conceived by the Lone Star Chapter of the Sierra Club in 1966. The U.S. Forest Service (USFS) approved construction of the trail and flagging began in 1967, with the first 30 miles constructed in 1968.

The primary purpose of establishing this refuge is to protect a portion of the bottomland hardwood forest ecosystem along the Trinity River located in southeastern Texas. The refuge, which is a remnant of what was once a much larger natural area is a broad flat floodplain made up of numerous sloughs, oxbow lakes, artesian wells, and tributaries.
