The Scroll Lock key is meant to lock all scrolling techniques and is a vestige of the original IBM PC keyboard. In its original design, Scroll Lock was intended to modify the behavior of the arrow keys. When the Scroll Lock mode is on, the arrow keys scroll the contents of a text window instead of moving the cursor.
The keys have been dubbed previous page and next page, accordingly. The arrow keys and the scroll wheel can also be used to scroll a document, although usually by smaller incremental distances. Arrow keys are programmed to move the cursor in a specified direction; page scroll keys, such as the Page Up and Page Down keys, scroll the page up and down. The main reason for this arrangement is that the arrow keys are not ergonomic to use with a right-handed mouse. During the early days of gaming, this was not a problem as the mouse was not used; the arrow keys controlled both movement ↑ ↓ as well as looking around ← →, with strafing done using modifier keys (usually Alt + ← →).
