Norris was built as a model planned community by the Tennessee Valley Authority (TVA) in 1933 to house workers building Norris Dam on the Clinch River.
The construction of Norris Dam, the first dam built by the Tennessee Valley Authority, brought major changes to the county in the 1930s. Approximately 2900 families were relocated from reservoir lands in Anderson and nearby counties during the construction, which began in 1933 and was completed in 1936.
During the construction of Norris Dam in the 1930s, the community was the site of a Civilian Conservation Corps camp, housing workers for the dam project and the development of the nearby Norris Dam State Park. The Norris Dam Reservation, which is managed by the Tennessee Valley Authority, consists of the area immediately around Norris Dam and immediately downstream from the dam on both sides of the Clinch. The western half of the reservation, which is largely undeveloped, is known as the River Bluff Small Wild Area.
