1977 saw the creation of the Tactical Response Team or TRT. The team, known in some cities as SWAT, was designed for response to special threat situations requiring special tactics to reduce the threat to officers, subjects and the community. The Hostage Negotiation Team was formed in 1979 and combined with the Tactical Response Team.
