As being said you can always prepare a cloudburst which heals a lot. You also can spirit link cheesey pulls with 8-10 stacks. If your group stops at 5 stacks, you will be able to heal with surge. Always target the lowest member. You also can use deff cd on yourself to only heal others in many situations.
Resto Shaman has had throughput issues for the entirety of SoD. Throughput isn’t everything, however. Resto Shaman is the only healer that can somewhat consistently proc the 25% armor buff on multiple targets, which is really good for tanks. The issue with that is that physical tank damage is not relevant in Sunken Temple.
A Resto Druid will always take priority over a Resto Shaman if only because of their Battle Res. Sum this up, and you’ll have a Resto Druid that: 1: Outheals the Shaman. 2: Outdamages the Shaman while still being able to heal. 3: Brings more utility than a Shaman with their CR.
