Luton's first elected local authority was a local board established in 1850, prior to which the town had been administered by the parish vestry. In 1965 it was acquired by Luton Borough Council and opened as Putteridge Bury College of Education in 1966. Following Government cutbacks during the 1970s Putteridge Bury ended its brief life as a teacher training centre and was merged with Luton Technical College to become the Luton College of Higher Education, in September 1978.
