Previous to the MEFO program, the Reichsbank was not allowed to loan more than 100 million reichsmarks to the government. [1] MEFO bills allowed billions in military and public-works funding.

To resolve the problem, the Nazi regime employed “highly dubious methods” where “banks were forced to buy government bonds to be used to repay these bills, and the government took money from savings accounts and insurance companies.
