In 1851, Oregon established its first state-run institution. Oregon State Penitentiary (OSP) was established in 1851 in Portland, Oregon. However, in 1864 funds were allocated to purchase as its in Salem for OSP and an insane asylum. In 1866 OSP was relocated to Salem and encompassed by a concrete wall. OSP is Oregon's only maximum security prison.

Historically, the county, like all of Western Oregon north of the Rogue Valley, also leaned strongly Republican: before 1964 the only other Democrats to carry Douglas County had been John F. Kennedy in 1960, Franklin Delano Roosevelt in 1936 and 1932, Woodrow Wilson in 1912 and William Jennings Bryan in 1896.
