The champions and runners-up of the first division are promoted to the Victorian Premier League for the 2014 season only. The top two teams of the Victorian State League 2 South-East and North-West, the third tier in Victoria and the fourth nationally, are promoted to Victorian State League 1 the next season and the bottom two teams the State League 1 are relegated.
The Victorian Premier League and State League 1 to 3 remained the same. 2013 will also see the inaugural State League Champions series take place in Victoria. The champion of each league from State League 1 and below will play a finals series against the champions of other regions in their division as follows:

The idea of a Victorian Cup competition was revived in 2011 with the Mirabella Cup, which was to feature all Victorian clubs, from the A-League through to the regional leagues, however the FFA later pulled Melbourne Victory and Melbourne Heart from the competition. In 2012 and 2013 the competition was known as the FFV State Knockout Cup.

Brimbank Stallions FC finished second in the 2015 Victorian State League Division 4 season just missing out on promotion. [2] However the club would go on to win three consecutive promotions in 2016, 2017 and 2018, lifting the club from State 4 to State League 1, the latter two after hiring former National Soccer League player Andrew Marth.
