Prior to the primary flood event, water levels along the Arkansas River at Muskogee had remained just below flood stage. The first round of rainfall on May 18 produced widespread totals of 0.5–1 in (13–25 mm) across eastern Oklahoma and western Arkansas, raising the Arkansas River into flood stage.
