The district encompasses 17 contributing buildings in the central business district of Olean. The district developed between about 1866 and 1939, and includes buildings in a variety of architectural styles including Beaux-Arts, Queen Anne, and Art Deco. Located in the district are the separately listed Olean Post Office and Olean Public Library.

Olean was a rival of the comparably-populated, but much newer, city of Salamanca, New York at the turn of the 20th century, but the decline of the timber industry in southwestern Cattaraugus County and complications with Salamanca being situated on borrowed Seneca Nation land allowed Olean to continue growing while Salamanca declined.
The sales tax in Cattaraugus County is 8% (4% from New York, 4% from the county). A large Amish community is located in the western part of the county; with an estimated 2,500 residents, they constitute slightly under 3% of the county's population. [ 19 ]
The area of Olean was first settled circa 1805. The town of Olean was established in 1808 from Batavia as the first town in the county. The northern part of the county was spun off as the town of Hebe in 1812; the western part became the town of Perry (later Perrysburg) in 1814, Great Valley was formed in 1818, Hinsdale in 1820, and Portville in 1837.
In 2014, Manhattan Motorcars and its owner Brian Miller participated with other auto dealers in the New York metropolitan area with the donation of more than 3,000 coats to the needy in the midst of one of the coldest and snowiest winters on record. Auto dealers in the New York metropolitan area got together to contribute and make the donation. [6]
