That plus the follow up counseling recorded in EES make it quick for the rater to write. In short, the rater is responsible, but the person rated will usually approach the rater with a partially written one listing their accomplishments - at least if they care about their career.

Seems low effort, but did the senior rater put a rating in on his portion? If that has happened and it's still effed, you'll need to send a memo to hrc to get it unlocked. We had an ncoer get kicked back from hrc. Had to write a memo and email it and wait a month for the ncoer to get unlocked so we could edit some of the admin section at the top.

I go to EES and view my active evaluations; there is only one of them. I didn't save any of the rest; did they all just disappear forever? That seems strange to me because I was always under the impression that your rater and senior rater look through your previous ones while writing your current.
