The present municipality was formed in the 2015 local government reform by the merger of the former municipalities of Baldushk, Bërzhitë, Dajt, Farkë, Kashar, Krrabë, Ndroq, Petrelë, Pezë, Shëngjergj, Tirana, Vaqarr, Zall-Bastar and Zall-Herr, which became municipal units.
