The Higher Education Commission (colloquially known as HEC) is a statutory body formed by the Government of Pakistan which was established in 2002 under the Chairmanship of Atta-ur-Rahman. Its main functions are funding, overseeing, regulating and accrediting the higher education institutions in the country.
The HEC acknowledges that rankings are "a debatable subject all over the world". [2] It defines its ranking system as a measure to strengthen the quality of higher education, provide a tool for self-assessment, as well as ensure that universities achieve domestic and international competitiveness in education, innovation and research.
