Chautauqua County is one of nineteen “charter counties” in New York, which grants the county greater leeway in conducting its own affairs. A board of supervisors governed Chautauqua County until 1975, when a new county charter went into effect with provisions for a county executive and a 13-seat county legislature. [20]
Hotchkiss was the First Judge of the Niagara County Court (1818–1823). He served in the 44th New York State Legislature from June 30, 1820, to June 30, 1821, alongside Jediah Prendergast. In 1884, he was elected Trustee of the Village of Westfield. In 1886, he was elected Supervisor of the Town of Westfield. Later he was elected Chairman of the Chautauqua County Board of Supervisors for 14 annual terms. He was a member of the New York State Assembly (Chautauqua Co., 1st D.) in 1888, 1889, 1890.
