John Winston Foran was born in Newcastle, New Brunswick on March 13, 1952. He was a member of the local school board and of the Newcastle municipal council for four terms, including service as deputy mayor and acting mayor prior to Newcastle becoming a part of the City of Miramichi.
He represented Northumberland County in the Legislative Assembly of New Brunswick from 1883 to 1886, from 1887 to 1903 and from 1908 to 1912 as a Liberal member. He was born in Miramichi, New Brunswick, the son of George Burchill, an Irish-born lumber merchant, and Bridget Percival. With his brother, George Jr., he joined his father's firm in 1881.
