The West Virginia secretary of state is the smallest constitutional office in the state – physically, fiscally, and in terms of the number of staff. [1] The duties of the office, though, are extensive. The primary responsibility of the secretary is to serve as the chief election officer.
Prior to 1987, when the U.S. Secretary of Commerce approved the two-letter codes for use in government documents, [13] the United States Government Printing Office (GPO) suggested its own set of abbreviations, with some states left unabbreviated. Robert Darias Bailey Jr. (October 12, 1912 – September 29, 1994) was West Virginia Secretary of State from 1965 to 1969. He was a graduate of Concord College and Washington and Lee University School of Law. Born in Baileysville, he was the son of Robert D. Bailey Sr. and Sue Starkey Bailey.

He also was a member of the West Virginia House of Delegates representing District 35 from 2013 to 2017.
