Mission Viejo is a general law city, which operates under a council-manager form of government. The Mission Viejo City Council consists of five members elected at-large to staggered four-year terms. Each year, the City Council elects a Mayor and a Mayor Pro Tem amongst themselves to serve for one calendar year.
