José Clemente Zulueta y Estrada (November 23, 1876 – September 10, 1904) was a Filipino writer, Philippine Revolution historian and bibliographer. Together with General Mamerto Natividad , he wrote the proclamation entitled "To The Brave Sons of the Philippines", which called for the expulsion of the friars from the Philippines.
He was the eldest of 12 children of Mamerto Santos Natividad, Sr., a lawyer and the First Martyr of Nueva Ecija, and Gervasia Alejandrino. He came from a prosperous family that owned haciendas in Pampanga and Nueva Ecija. At age 13, Mamerto was already supervising his father's farms in San Vicente and San Carlos in Cabiao, Nueva Ecija.

Artigas did this by acquiring the private collections of James LeRoy, Jose P. Rizal, Jose Clemente Zulueta, T.H. Pardo de Tavera, Mariano Ponce and the Tabacalera. Due to his efforts, the Filipiniana collection of the Philippine National Library became one of the most complete collection in Philippine studies.
