During the Silver and Bronze Age of Comic Books, the Lew Moxon story remained canonical for tales set on Earth-Two. Sometime later, Gordon announces that the police have arrested all of Joker's men, effectively dismantled what remained of Carl Grissom's mafia organizations, and unveils the Bat-Signal. Batman leaves the police a note, promising to defend Gotham should crime strike again, and asking them to use the Bat-Signal to summon him in times of need.
Gordon also shows Bruce the case of a man who poisoned his wife and tried to commit suicide with the poison, which left him alive with a permanent grin. Bruce takes up the mantle of Batman to fight criminals on the street. At the same time, a series of murders of women take place and some people begin to suspect that Batman is the murderer.
