The file that I download from wikipedia doesn't even contain the text fragments that are rendered in the image by wikipedia. The image is produced in Inkscape, and I tested the stroke-to-path trick and it doesn't seem to make things going, the image is still OK in Inscape and not OK when uploaded to wikipedia.
The workarounds that one can employ are either not to use flowed text (by using the text tool without creating a text field), or convert the text to normal text (by Text-editor or sed-command, or with Inkscape-GUI or with a Inkscape-batch), but to stroke the text using "object to path", since path-text is not recommended and increases file-size.

Convert the first page of a PDF file with pdf2svg file.pdf file.svg. To extract all pages of a multiple-page PDF use pdf2svg file.pdf output-%02d.svg all. This generates output files output-00.svg, output-01.svg, etc. where the pattern "%02d" is replaced by the respective two-digit page numbers. If necessary use Inkscape to edit the resulting SVG.

I guess the SVG validation is run by a bot, and the validation was run on an old file. Anyway I checked my new file with an external validator and it showed some errors but they were all related to stop elements missing the offset parameter. I uploaded a new file which corrects this issue (and checked it with an external validator to confirm).
Right-click on the graph and select "Export" → "Encapsulated Postscript" from the menu which appears. Choose a file name to save the graph as. In Inkscape, import the graph using "File" → "Import...". After importing, select "File" → "Document Properties..." and click "Fit page to selection". Save the SVG file and upload it.
