In 1907 the Police Department was established in Atlantic City by ordinance number sixteen. In 1855, William S. Cazier was the first “constable of the surf” and he patrolled the city's beaches. The first female as a member of a police force for all of New Jersey was Margaret Creswell. She began her Atlantic City police officer career in 1924.

In October 1997, the Justice Facility opened its Correctional Police Officers Academy, certified by the New Jersey Police Training Commission, and graduated its first class in January 1998. The Academy trains all Atlantic County Correction Officers at Atlantic County Community College, [3] and will accept trainees from other New Jersey Counties.

Throughout the years new jails were built to keep up with the growing inmate population. Larger facilities were built in 1932 and 1962. In 1985 the current Atlantic County Justice Facility was opened. A few years later, in 1987, the jail operations split from the sheriff’s office and the Department of Public Safety was created.
