City status has little statistical significance in UK because it is not a measure of a city's size and only holds a ceremonial status. Historic cities, such as St Davids (a cathedral city in Wales) can be quite small, however newer cities, such as those conferred in 2022 , can range in size from anywhere between 50,000 to over 200,000.
This report is known as the State of the English Cities Report [2] and was maintained by the Department for Communities and Local Government. Using this definition the term "city" is used as a primary urban area, which is distinct from the Office for National Statistics urban area agglomerations, with a total population in excess of 125,000. This is a list of the largest cities and towns of England ordered by population at various points during history. Until the first modern census was conducted in 1801 there was no centrally conducted method of determining the populations of England's settlements at any one time, and so data has to be used from a number of other historical surveys.
The Local Government Act 1972 allows civil parishes in England and Wales to resolve themselves to be Town Councils, under section (245 subsection 6), which also gives the chairman of such parishes the title 'town mayor'. Many former urban districts and municipal boroughs have such a status, along with other settlements with no prior town status.
