PLO's Ten Point Program (in Arabic: برنامج النقاط العشر) (by Israel called the PLO's Phased Plan) is the plan accepted by the Palestinian National Council (PNC), the legislative body of the Palestine Liberation Organization (PLO), at its 12th meeting held in Cairo on 8 June 1974.
The Executive Committee of the Palestine Liberation Organization (PLO EC; Arabic: اللجنة التنفيذية لمنظمة التحرير الفلسطينية, romanized: al-Lajnah al-Tanfīdhīyah li-Munaẓẓamat al-Taḥrīr al-Filasṭīnīyah) is the highest executive body of the Palestine Liberation Organization (PLO), and acts as the government of the State of Palestine.
While reiterating its rejection of UN 242 the PLO should engage in a "framework other than that of resolution 242." The Program, a compromise with rejectionists, marked the first official PLO document that suggested the feasibility of a two-state solution. While Israel was not likely to accept such conditions, the document suggested compromise.
For example, one section states that, "We believe that this racist government has robbed us and now we are demanding the overdue debt of forty acres and two mules. Forty acres and two mules was promised 100 years ago as a restitution for slave labor and mass murder of black people".

The PCC is chaired by the PNC chairman, and has increasingly eclipsed the PNC as the main decision-making body of the PLO. In 2018, the PNC transferred its legislative powers to the PCC, including powers to elect members of the EC. [1] The PCC is elected by the PNC after nomination by the PLO Executive and chaired by the PNC president. [2]
Throughout this period in time, the PLO was beginning to accept the concept of a two-state solution and move towards the kind of agreements that would mark the Oslo I Accord, but diplomatic processes were hindered by the conflict. The PLO itself as an organisation was split at times and trust between political groups was minimal.
