The acquisition of Stark's Sweethearts, combined with Necco's existing Sweet Talk line of candies, made Necco the leading manufacturer of candy "conversation" hearts. In 1999, Pittsburgh-based Clark Bar America, Inc. was purchased, [ 5 ] and by 2000 the company had 1200 employees.
Necco produced the hearts year-round, but mixing of colors and packaging were ramped up beginning in September to meet the demand for the product at Valentine's Day. Necco Wafers (which retains the Necco name and logo), Sweethearts, and Canada Mints, as well as the equipment used to manufacture them, were sold to the Spangler Candy Company of Bryan, Ohio.
