The hospital was founded while Sri Lanka was under Dutch colonial rule.It is believed that this is the first hospital in Sri Lanka to be established by foreign rulers. Richard Maurice Bucke (18 March 1837 – 19 February 1902), often called Maurice Bucke, was a Canadian psychiatrist in the late 19th century. An adventurer during his youth, Bucke later studied medicine. Eventually, as a psychiatrist, he headed the provincial Asylum for the Insane in London, Ontario.
It is alleged that he had monitored and conducted the drug trafficking activities in Sri Lanka from there.
