As per Einstein's widely accepted defn that it's doing the same thing over and over and accepting different results. "The use of ones own intelligence to prevent learning" is a good definition. And while that may be one form of evil, it's probably worse insofar as the evil can at least be motivated to take and keep to some deal or limits.
