Yehuda. I had the same problem and found out that it is caused by Microsoft Paint. Closing Microsoft Paint will make the problem go away since aparently it has a feature that allows you to move the curser with the arrow keys and it sometimes doesn't realize when it looses focus and keeps this behaviour when it is running in the background.
